Yes, it can be ironed. It's made of silky polyester and the sleeves a velvet polyester. Just a side note if you are buying the 1-3 year old size for a 2-3 year old, it will not be long like the picture. The length will come up to the knee. It is a good length for a one year old. The fitting on top, however, fits perfect.

I would get a medium, a little room to grow. If it were a little big you can use close-pins or clips until it fit properly. The small is "small". My granddaughter is now 4 and still wears the medium (I bought it when she was 2) Hope this helps

My daughter is 4 1/2 years old, tall (about 37") and slender and wears the size medium (age 3-5 years). The dress goes all the way to the floor and fits nicely. She's had it a year now with frequent wear and washing and it is holding up great.
