will the ink run off in the rain?

No it is playing the rain but does fade after washing so,you need to reapply. It's a really good product though!

Would the silver be good to draw cobwebs on a black dress? Does it show up well?

Its not the best. I find that you have to press down on the tip quite a few times. Wait till the ink has covered the tip and then use it.

Can you draw onto skin with this pen?

It’s a drawing item for paper not skin
