I want to make a sliding shelf --just a flat board, no sides--in an old wooden kitchen cart. Board about 1/2 to 3/4 " thick. Will these work?

These type of drawer slides would probably not work in that situation. These slides fit into a drawer of specific measurements that hold the slides and hold the end piece in a specific place. You would have to create runners underneath the flat board to accommodate and hide the slide mechanisms. I would look for some side mounted drawer slides.

I've only got 3/8 total (3/16 a side) clearance between the drawer & the frame. am i going to be able to squeeze these in? the metal looks pretty thin

If your drawer box sides are 5/8" thick the specs for the drawer box width is 3/8" less wide that the opening (3/16" each side). As long as your box sides are 5/8" then you'll be good to go. Also take note of the 1/2" drawer box bottom recess and notch at the rear of the drawer box needed to sit over the slide.

Are these locking devices the 3 way? (up/down, in/out, side/side) or just side to side?

Did you every get the answer to this? According to the description, the locking devices are a T51.1901 which is the ones pictured with all direction adjustment. Seller needs to verify (or someone that purchased these should verify and comment) if that's what is actually in the box. If you are paying for the all direction locks and they are providing the 2 direction, I'd return them.

my drawer is 18 inches deep do i need 18 inch slides?

Yes you need 18" not measuring the Drawer front.

Perfect solution

I had previously attempted to use a box store brand and was extremely disappointed. Blum Tandem Drawer Slides with Blumotion were super-simple to install, slide easily and close well. Why waste your money on any other brand. These are the best.
