Q: What is its range of adjustment? Could I place the base on a surface above my desk and move the lamp assembly down to where it is at a lower position than the base?

Nope. The range, that is to say, the lowest position, forms a 90* angle to the base such that the "arm" where the lamp head attaches is parallel to your tabletop. Therefore, it cannot go lower than the base.

Q: I have two of these lamps that came with the house we bought. Neither works, even after replaced bulbs. Is there a fuse I can check?

Great lamps. I'm on my third. They wear out after about 5 years. Bulb replacement usually does the trick. But sometimes receiving pins for bulb get bent or broken. That's when I break down and buy a new one.

Q: What can I do when the bulb won't stay in place? Instructions only say to "gently place into fixture" but I can't get fix it anywhere.

First of all obtain a latex painter glove. It is essential to be able to hold the bulb, particularly without getting your skin oil on it.Then make sure its off, or you will burn yourself if and when you get it in correctly. You can, if needed, ever so gently bend the legs a little to be able to get the pins in the socket: Note, if ou bend too much you will break it. Now you just have to fuss with it until you get it in the 2 holes. Of course I'm assuming you have the right replacement bulb in the first place.
