What causes the numerals to be luminous ?

The numerals and hands have a luminescent coating that absords light and emits it for a short time when the light is removed. It only glows for a couple of minutes, and then the clock is unseen. I feel is not worth the money.

Does this Seiko clock have a ticking sound?

Yes, the Seiko Wall Clock produces an audible ticking sound. Although audible, I do not find it loud enough to be distracting or dischordant. The ticking sound produced by the Seiko is characteristic of all battery powered quartz clock or watch movements. The acutron type movement found in certain other timepieces is electrically powered as well. However, it uses a different type movement, therefore, it produces no ticking sound, but a very slight humming sound.

Clock won't start. There is no on/off switch of plastic cap. What am I missing?

Hm, when I put in the battery the right way, it started no problem. I would...1. Make sure the battery in in the right way. Also make sure the battery is new. 2. Make sure there's no plastic tab that's used on some electronics to keep the stock battery from being spent (used esp on wrist watches). ...Otherwise, ask me again. Might have to return it as defective. Amazon usually takes them back after contacting their customer service (just look for it on their website) -I'm a customer in the USA.

Are the luminous parts a yellowish hue in daylight like a lot of glow-in-the-dark things I've seen? Or are they a true white color?

there's a hue, and it's not yellow, but it's also pretty faint. it's rather whitish in a hard to see greyish sort of way. you can make out the numeration, but "glow" in the dark is a bit optimistic.
